I just don't even know where this could come from or how this could be considered a "trend."
I actually laughed out loud when I read this. I live in the Bay Area and this is so obviously a thing right now that I spend pretty much all the days just shaking my head.
Also, belted light jackets or sweaters are nice in the summer, especially if you live in a place that cools down at night---I've often brought belted outerwear with me on summer nights here.
