Very good question. I do consider myself fluent in English (but how can I consider myself fluent in my own native language?) but have no idea about my actual level since I never questioned that - higher than the FCE requirements probably since my graduation exam was at about that level and I mastered that with questions whether I was English after the oral part but... Anyway xD. Looking at French I think I know about the langauge skill in level B2 because found a friend in Paris who had level B2 and was definitely able to talk and understand French very well, so maybe B2 is on the edge to fluent? I think I'd consider fluent to be able to understand, talk, read and write without major mistakes and/or problems without having to stammer around more than talking or ask other people for help... Also, perhaps have a *little* sense for pronounciation?
