I imagine Fleur Delacour as being a white Western Anemone Flower (http://www.johnharveyphoto.com/WhistlerPeak/WesternAnemoneFlowerHg.jpg). It's a beautiful and soft flower, but is also very hearty; it can grow in some very tough places (believe me, I have them in my yard in Seattle and the weather there is not exactly peachy). It's beautiful in a way that some flowers aren't; it's not a conventional-beautiful like the rose, which albeit pretty, is very recognised and common. The anemone is beautiful, but is less common.

This reminds me of Fleur because while she might come off as soft and charming, she's actually quite stalwart and hearty. She's made it through difficult conditions such as hiding out, but always offers strength to those around her. She is beautiful, but uncommonly so, given her Veela heritage.

I'm not a botanist here, so perhaps there's a flower that could fit her better, it's the first thing that came to mind.

That is also a nice choice! I'm not familiar with many aphrodisiac plants, but vanilla is described as an aphrodisiac. AND IT FLOWERS. WHen I think of Fleur, I think of something pretty. It's not the pretties plant in the world, but it is pretty.

And when you think of vanilla, you get a creamy colour in your mind. Fleur is meant to be quite pale.

Fleur's definitely able to tough it out, as seen by her being chosen as a Champion. She's uncommon, being (1/8th) Veela. TBH, I've never even heard of this plant!

This is such an excellent choice! If I had to give Fleur a flower I think I might go with the Japanese cherry blossom. Beautiful on the outside but also known for the way it blooms en masse. The cherry blossom commands the attention and respect of the Japanese culture which, in a way, is similar to the attention Fleur's veela heritage and her personality provide.

Oh! This I definitely agree with. Cherry Blossoms are just gorgeous and you can't help but stare in awe, and Fleur's beauty and grace is equally on par.

I know these flowers well (I'm a Seattle person too) and I like your point here. I think there are a lot of flowers that could fit Fleur, so it's hard to argue any one definitively, but your argument that this plant can come off as soft and charming but is actually a very hearty plant capable of living in lots of conditions makes a lot of sense. The fact that this plant has an uncommon beauty just like Fleur is fitting.
