Yeah I can't wrap my head around the logistics of the entire thing. Like. What. The "Trace" is supposed to be only for younger wizards-- I guess with the assumption that they're the ones most likely to risk breaking the Statute-- but what about adults? Is the population small enough that it IS something that can be controlled?
