Yeah, I wonder what would have happened if Cedric grabbed the cup. I think you're right about the Harry bit. If just Cedric's body came back, that wouldn't be any proof Voldemort was back, but would make people wonder what happened in the maze (possibly blaming Harry anyway). Also, Barty Crouch Jr. would have gotten reamed out by Voldemort for letting that happen and probably killed for ruining the plan that had been going on for months. Considering the Death Eaters needed Harry alive and mostly unaware to get his blood, they probably would have needed to completely devise a new plan.
