In my mind, Dudley would probably be a Hufflepuff... he's not ambitious or cunning - nor does he value knowledge or bravery. He DOES grow into badger fur to work hard though (see his going from pudgy mama's boy to champion wrestler) and is loyal to family (the "waste of space" comment means A LOT more than one would think!)
