Oh, I totally agree with both Percy and Tonks! I think Percy would have absolutely wanted to join - the Slug Club seems pretty elite and well-regarded, and Slughorn does have great connections. Percy's the kind of guy who goes after what he wants with an end game in mind, so if he knew about Slughorn's connections at the Ministry, he would have surely tried his hardest to get in!
And Tonks reminds me a fair bit of Lily Potter, in that she has spunk, attitude, and passion. Slughorn really liked that about Lily. I think he'd take Tonks on initially for her metamorphmagus abilities, but he'd keep her around for her attitude and determination. :)
