Because my head wasn't in this I've missed three rules:

When you own all communities in a colour group the fine on unimproved communities is double.
When you own both sorting comms the fine is 10x the roll of the dice, not 4.
When you own more than one common room the fine goes up!

As a result:

Purchases: matchgirl42 bought 20 memebrs for both hp_stillness and slytherinstill at a cost of 100pts

Play:
cinnleigh, you throw 4,6 and land on SUPERFINE 200pts. You passed Go however and received 200pts salary, so nothing happens.
