CHARM: Cheering Charm
CHARACTER: Pinkie Pie

I chose to compare Cheering Charms and Pinkie Pie from My Little Pony: Friendship is Magic. PP is energetic and friendly and, like Cheering Charms, is intent on bringing smiles to people's faces -- often through song and dance (http://www.youtube.com/watch?v=mNrXMOSkBas) or cupcakes or surprise parties. Cheering Charms are used to make people happy (obviously) and even the effects that they have on people when overdone (hysterical laughter) remind me of the manic energy of Pinkie Pie when she's excited.

YOU ARE AMAZING SOMETIMES. I am so pleased this is the first comment. It's perfect. I don't even watch MLP but I know enough of the characters to know that this is really fitting. Haha, and also, MLP icons also make me feel better (especially Pinkie Pie) so that works too. :D

I love that this is the first one! I've never watched MLP, but from seeing so many other people flailing about it, I have to say perfect choice is perfect.
