I think this would have made a difference, only if Dumbledore actually allowed Sirius to A) take care of Harry, and B) even have contact with him. It could be that Harry would still need the protection of his blood relatives to keep him safe. I like to think that Harry would have been much better off living with Sirius over the Dursleys no matter what.
