You can bet on as many as you want, as long as your total bets aren't more than the matchsticks you have.

ETA: Odds of 1/4 mean for every 4 you put down, you get 1 back, in the real world this would lead to decimals being returned on non-divisible amounts. However, as we're playing with matchsticks you'll need to bet a multiple of the second number. In this case that would mean the min bet would be 4 matchsticks. I should have been clearer on that. Apologies.
